May 8, 2017, was a great day for Pickens County and all of Georgia. Thank You Rick Jasperse (for representing Pickens County so well) and all who were involved. It’s a great year for gun owners.

HB 292, a bill Rick Jasperse, Georgia State Representative, District 11 and a Pickens County resident, tried to get past a couple years ago, has now been past and was signed on May 8th by Governor Nathan Deal. As a gun instructor, one of the big reasons we wanted this to pass, it will exempt gun instructors from being sued if a student used a gun in a situation. Bill Cagle.
There are three parts to the bill HB 292:
(1) Exempt instructors from liability (Protecting any firearms instructor who lawfully instructs, educates, or trains a person in the safe, proper, or technical use of a firearm from civil liability for any injuries caused by the failure of such person to use such firearm properly or lawfully)
(2) Make it illegal for financial institutions not to loan money to gun retailers (Access to financial services provides for the functioning of a firearms industry and, thus, the constitutionally protected right of firearm ownership)
(3) People moving to Georgia or hunting in Georgia (Allow for a person moving into Georgia who has a valid firearms license or permit to carry on that permit for 90 days or upon person attaining a Georgia Weapons Carry License (GWL).)
My Daddy’s, Alvin’s and Rick’s gun bill, HB-292, got signed into law today! I say it’s daddy’s and Alvin’s too because they were two of the major influences behind it. This bill is important because it protects firearm instructors like my Daddy and Alvin from liabilities, like if a student were to later on kill or harm someone with a firearm in any way. We are so thankful for a representative like Rick Jasperse, who does all that he can to push for important bills like this. He truly listens to those he represents and does whatever he can to make sure that those needs are met. I know my great grandfather, Olen Cagle, is grinning like a Cheshire Cat on all of them, and especially my daddy, who is his namesake. (Olen aka Goggie was representative for Pickens County and one of only 2 republicans in the Georgia HOR in the 1940s and 1950s. He served 2 terms and served much of the same area Rick serves today. I know he’s so proud!) What an honor this is! I’m thankful they all got to be there to see this important bill they have pushed for get signed into law. Katie Cagle
